1. Line cookie sheet with foil. Spray foil lightly with cooking spray.
2. Add flour cayenne pepper, garlic powder, and salt to zip lock plastic. Seal bag and shake to mix.
3. Add wings, seal bag, toss to coat, Place wings in refrigerator one hour.
4. Preheat oven to 400 F.
5. Remove wings from ziplock bag. Shake off excess flour mixture.
6. In small shallow bowl, whisk together melted butter and hot sauce.
7. Dip wings into hot sauce mixture and place on cookie sheet.
8. Bake wings about 45 minutes, turning the wings halfway through the cooking process.
9. Cook until chicken is no longer pink on the outside and crispy on the inside.
